What is tooth dehydration?

I heard that tooth dehydration can be an issue after whitening. What is it? What causes it? Some more info would be helpful here.

Tooth dehydration - or bleaching relapse - is a common side effect with all teeth bleaching treatments. Once dehydrated, teeth take on a whiter-than-normal shade. When rehydration happens (usually a few days), the dehydrated teeth settle into a more natural-looking shade of white.
